Sugar Grove was planned to be a mixed-use community with a retail and entertainment program much like that of Forest City's successful Victoria Gardens in Rancho Cucamonga. Here the problem included a town center complete with public library and village hall, and an adjoining residential district. Critical, while providing such amenities as a village green and other parkland, was to provide a sense of density that would make the pedestrian zones successful and through stage craft, to keep the necessary amount of parking visually away from those zones.
